Well.. Of course, all the snakes are different individuals, but my (not-so-big) experiences of this species (N. fasciata) is not that bad. My snake is active in daytimes and even when she's sleeping she's laying in the middle of the terrarium, not hidden at all. But yeah, they seem to be a bit more aggressive than most of the garters. My water snake bites only when I'm taking it off from the terrarium when there is somewhere smelling a fish. But when handling, she's very calm and not aggressive at all.
