May I suggest that the rules were created based on a group concensus, and they'll continue to evolve as the wishes of "the group" change. Any time any member wishes for a rule change, they should simply make a proposal and ask for opinions. It can be done with a poll or simply by starting a new thread (or by discussing it in the contest "comments" threads, like this).
Unless the majority feels otherwise, I suggest that only captions made on pictures that were in the photo contest should be eligible to win the caption contest. I don't see any problem with people
submitting additional pictures/captions, but I suggest that they shouldn't be eligible to win our grand prizes

Personally, I think people should be able to do as much "photoshop" work on pictures as they'd like for the caption contest... as long as they wouldn't be considered offensive to our younger members.
What are your thoughts on:
1) only making captions for pictures in the monthly photo contest, and
2) how much photoshop work should be allowed?
As always, majority rules.
