Congrats on the babies.
2nd clutch of the year isn't unheard of but not a regular event. It happens especially if she mated
The babies need to have time to find a brumation spot of their own. Releasing too late means they will probably not make it.
Keeping them through the Winter and releasing them in the Spring gives them a good start but that has to be your call.
We would love to see some pictures.

Miss Piggy ended up having 20 live, 2 stillborn and one jelly. Another has since died, but it may have been the one that wasn't acting too well yesterday. She had these only 61 days after her first clutch! That has to be some kind of record.

If you plan to release before spring next year, than I would say you should do so right away while the weather is still warm. Make sure you release them in a location near where the mother was found, and/or where other garters of their species can be found currently That's very important for their chances of survival.
I'm with Steve on this one. If it's at all possible, they'd stand a better chance if you could take care of them until spring or early next summer, then release them. If you can't, don't delay. Find where other garters can be found right now, and release them there. choose the location carefully but don't wait until August is over!
From now on, I'll treat others like they treat me. Some will be glad, others should be scared

So, how did she deliver 60 days from her first clutch, when gestation is supposed to be 100 days?

I thought gestation was 2-3 months? I may be misinformed but that is what I read.
