The healthier one may reach an older age due to having proper nutrition for it's lifetime, the other more susceptible to disease and will be weaker. And in my mind if it worked, there would be mini animals all over, a python the size of a garter would sell gangbusters in the pet industry, or Green Iguanas the size of an Anole?? Easily worth a lot of money. That's why breeders are always attempting to create miniature or dwarf animals, however they use genetics rather than starvation to reach this goal. Are we on the same page yet?

Indeed it is. The idea was that the ones that waste the least amount of energy on growth will may gain a reproductive advantage by being able to produce more offspring. It's the random mutations that are supposed to lead to a smaller size that are going to be difficult to predict.
