I would use a pinkie/ live fish switch on the feeding days.
Garters are pretty intelligent snakes, you cant over look the the mental stimulation of live fish, I mean they are just sitting in a cage all their life they need some excitement . Pinkies will eventually lead to larger mice sizes that are a good meal nutritionally.
