I always see them described that way, but all the ones I've ever seen (mine and pics of others) have black and white stripes across the ventral surface
I just tried looking and without taking them out of their damp hide I can't tell at the moment whether the black cross stripes are separate scales, part of the white scales, or the skin showing between the scales, but I consider the last possibility unlikely, since that would mean too much skin exposed on the ventral surface
I'll look later and post a pic (surprised I couldn't find one)
but in any case - their bellies are not white - they are B&W cross striped

Thanks Rhea,

I've never owned one and am not that familiar with them, but I recall that their ventrals are distinctively white and black. It's been a while since I've seen one, but I'm betting that's what Regan is finding for $5 in the Phillipines.

It is always so useful if you can get the animals' scientific name. It seems that Pet Shops the world over call anything they can't identify a Garter Snake!

Here in Texas, they're free because they just made it illegal to sell them (along with a ton of other critters).
