I ain't an expert on species so I'll leave that alone, I'd say she looks like a she... However it looks like there is some issue with her vent... perhaps a blockage? How long have you had her? Has she pooped? What kinda substrate do you have her on? What has she been eating? ... Did you try popping her by chance? It looks either inflamed or like there is a scale that's been ripped off or both... I don't know.

Also in the first picture it looks like there is a dark section on her lateral stripes... Does that spot feel any different to you? Crinkly perhaps? Almost looks like retained shed... even if she hasn't shed while with you, it could be. She looks like a nice snake regardless, just hope that dark mark by her vent isn't to serious...

Is she kinda a blue color?

the vent is normal I think.when I take she defecates everytime they told me that is normal.when I don't take her/him its cloaca is normal.it had two shed in the last 4 months in the second one maybe had some problem I don't know,maybe is the camera beacause I didn't note that when I shoot the photo.In photo appears more brown but it's not.It's almost blu.sorry I don't speak english very well.

I am pretty sure it's a female. I would just check her over n make sure there is no old skin left on her as 'retained shed' can be a a bad thing, she could lose her tail. Other members on here could give you more incite as to what is going on with her cloaca. It looks unusual to me, even if she is defecating when your holding her...

Yeah...when you posted that pic before I thought something looked odd with the cloaca as well. I'm guessing female too...but I am not positive on that. I honestly do not know the species...can you get another pic? Maybe another member might know...

tomorrow I'll ceck if it is retained shed,if it is retained shed what should I do to fix her?.and I'll shoot other photo.I read that some thamnophis put outof their cloaca ,a sort of fluid to scare enemy.when I take her she often release that fluid .before I take here whenis not stressed her cloaca appears normal.

Ah...so it's a ribbon snake. I was actually wondering that because of the long, thin tail. The fluid you are talking about is called "musk"...garters musk as a defense mechanism...you are correct. If the vent does not look like that when she isn't musking, then maybe there is no problem...but my snakes' vents do not look like that when they musk. It still looks a little odd to me. Try to get some more pics for us...a couple of close up pictures of the vent so that we can see better what it looks like.
