Canadian Breeders or able to ship to Canada from USA?

I spoke with someone who told me of a few people who might be able to have some garters for me in Canada, I thought I'd post here since it won't let me reply to the other guy inquiring about wether there are Canadian Garter snake breeders or what is the big fuss with buying from USA and having it shipped to Canada through customs? why is it such a hastle? is it cost? is it that they just don't allow it? or only certain subspecies are allowed? I really want to start a collection and maybe get into breeding someday and from what I see in Ottawa Ontario Canada is that many want garter snakes but none breed them.
