yes, it does look like a maritime, however, the range for maritimes doesn't extend to pennsylvania (according to Rossman, Garter snakes: Evolution and Ecology). Easterns do have quite a variable pattern and color!!1

Maybe the snake forgot to read Rossman!

Seriously, I have found species of animals where they are not supposed to live... and PA is not far from NY, depending on what part of the state...

I think that while Rossmans work is by far the best English language treatise on Garter Snakes, we must remember he hasn't been in every back yard in the US. An accurate picture of Garter distribution is best derived from the findings of people like us (well, like you, because I'm on the wrong continent!)

Well, THIS summer it would be my two neighbors, since I still have not seen a garter that they have not brought to me!
