Copyright is always an issue, unless stated otherwise wherever the map was published. I don't think we can claim "fair use".
You can of course open it up in photoshop or similar program, make a new layer and trace the map onto it and save the layer as a new image. That new map you can claim as your own, or better yet, as public domain.
