I was wondering how you can tell if your snake is drinking or not, i feed my
thamnophis elegans out of his water bowl but i dont think that counts for drinking

When you see them drinking you can't mistake it. There's a definite movement of the jaw as they take the water in and swallow it. Take a look at the link to the video that Richard posted.
