If you'd know someone who imports and you can add a snake to the import, you can go to Scott Felzer. But think that would be quite expensive, so a rather slim chance that you'll be able to do that...

The T. fulvus of me are easy irritated, but do not really bite.

Like Hans said, the best possibility of obtaining fulvus would be german breeders, or importing from Scott Felzer. Maybe the EGSA will organise another import this year? (I defenitly hope so! The fulvus attitude looks great!
