I think they might mean ibd mostly seen in boids and pythons (iclusion body disease). Vitamin b deficiencies have some of the same symptoms. I'm not sure if garters can catch it from other snakes, but i don't know that it has ever been reported. I would think that it's not very likely.

Short answer is no. Long answer is its still being studied by the higher minds of science in how IBD affects, infects, and becomes a carrier in colubrids. It's a retrovirus that is a terminal affliction and can be detected by blood test specifically for the offending virus. The disease is indirectly caused by mites is what most of the research has concluded. At least a causative correlation. Symptoms are wide ranging but mostly are neurological with imbalances and incoordination. Animals inability to right itself if placed on its side or back.
