Your first photo looks like the snake has cloudy eyes. It may just be the flash or the angle the photo was taken from.

I've seen ball pythons when they shed and how their eyes get and Freud's eyes look pretty much the same, perhaps a tiny bit cloudy but nothing like I would expect them to look before a shed, but then again, I have never seen a garter snake, let alone a Butler, shed. I am only comparing them to the ball python.
