    Shanley, since this is the United States Postal Service we are talking about that makes it a federal crime! Is your future worth the few bucks you'd save if you get caught?! Just think it through carefully!

    I vaguely recall that the US government actually isn't involved with USPS. It's just a name.

    Mail fraud is more highly penalized than regular fraud.

    Now if you actually took time to read those... you will notice that mailing of improper materials is not mail fraud, by definition. But read on...

    USPS regulations:
    9.3.3 Small Cold-Blooded Animals

    Small, harmless, cold-blooded animals (except snakes and turtles) that do not require food or water or attention during handling in the mail and that do not create sanitary problems or obnoxious odors are mailable (e.g., baby alligators and caimans not more than 20 inches long, bloodworms, earthworms, mealworms, salamanders, leeches, lizards, snails, and tadpoles).

    9.7.2 Criminal Penalties

    18 USC 1716D provides criminal penalties for mailing anything nonmailable under 39 USC 3015(a), (b), or (d).

    Criminal statute, 18 U.S.C. § 1716D, enacted in 1994, makes it a crime knowingly to deposit for mailing or delivery anything that 39 U.S.C. § 3015 declares to be nonmailable matter. In addition, the Postal Service has authority under 39 U.S.C. § 3001 to dispose of nonmailable matter which reaches the office of delivery.

    Sec. 1716D.
    A person who knowingly deposits for mailing or delivery, or
    knowingly causes to be delivered by mail, according to the
    direction thereon, or at any place at which it is directed to be
    delivered by the person to whom it is addressed, anything that
    section 3015 of title 39 declares to be nonmailable matter shall be
    fined under this title, imprisoned not more than 1 year, or both.
